Power Down and Start up

I received the camera, looks good.  I am having problems with start up and shut down.  When I press the power button I will get a blank screen.  I can't shut the camera down (with the blank screen) unless I press for more then 4 secs.  I try again, finally I get the proper screen with menu items, etc.  However, I have yet been able to shut the camera down by pressing the power off for about 1 sec.  The camera ignores my attempts.  I always have to use the hard power down method (greater than 4 secs) to shut the camera down. 

Is this usual?  Maybe the manual is outdated?

Hey, I solved the problem by following the instructions on page 27 of manual, under "Power controller in recovery mode."  I disconnected the battery as per instruction, and found the problem to disappear.
