Yes,
If you enable the "Autosave" feature (Utilities->General tab) the camera will immediately save the captured video to the selected location and create a name from the date and time.

This is an interesting feature, but will the name refer to the time the image was shot or to the time it was written to disk?

For any other normal save of Footage it is usually the time the Footage is saved at, not the Time it is recorded at ( If you let the Camera automatically name the Files).
 So i would assume that its the same here, and the Timestamp in the Filename would correspond to the Moment the Camera starts saving the File(-s) to Storage.
